Civilians in Jimma zone were reported on 25 March to have been coerced by government forces into paying spurious fees of 5,000 to 10,000 birr in mandatory ‘health insurance contributions’ despite there being no health services available. On 25 March it was reported that residents of Begi town, West Wallega, were being arbitrarily detained and robbed if found outdoors at night. Abdullah Alfaki of Imboro village, Darimu district, Illubabor, had his arms broken and spine damaged by government soldiers on 25 March because his brother was suspected of joining OLA (ONM, 29 March).
