On 1 September 2023, ENDF withdrew from Abe Dongoro town, Horo Guduru, to their barracks outside the town, allowing Fano forces to enter the town and abduct five men, who were disappeared, presumed killed. On 7 September, Fano killed seven civilians in Gida Ayana district, East Wallega, and on 15 September, Fano ordered passengers off a bus which was taking them to a funeral. The bus was ambushed in Dicho, Gida Ayana. Fano killed 31 to 34 by shooting them or cutting their throats. Between July and October 2023, mostly in September, 200,000 IDPs were ordered out of IDP camps and coerced or forced to return to East Wallega.
