HRLHA claimed that over 400,000 have fled to the adjacent district of Gida-Ayana where they were described as being in the open air without food or shelter. Road closures and a communication blackout prevented the displaced receiving assistance. The screenshot right is taken from a video clip received by OSG on 10 December. It shows 300 or more displaced at the Gida-Ayana district TVT school compound (see also p.7).
