Military command posts were established in Oromia Region at the end of 2018 and the beginning of 2019. The primary operation appears to be to facilitate the destruction of the Qeerroo youth movement, which had brought to an end the rule of EPRDF, and to eliminate the Oromo Liberation Army (OLA) and its support base among the civilian population. Persecution of civilians by ENDF was intense in 2020 until war was declared on Tigray on November 4.
