ONM reported on 31 July that in urban areas like Dodola, West Arsi, residents were forced to make payments for ‘municipal development and social programs’ and heavy fees were being imposed on ‘local horse-cart operators, three-wheeler drivers, and public transport operators.’ Every household in Sinqellee Goorii village, Shalla district, was forced to pay 1,300 birr to feed militias and two farmers were detained on 4 August for refusing to pay (ONM).
