Reasons given for extortion included fines of 500 birr in Ciro district for not voting in the 1 June election; 1,000 birr demanded from residents in Tulo district ‘to feed militia;’ 200 birr in Ciro to ‘support a meeting;’ 1,000 birr ‘for military support’ and 300 birr to ‘celebrate the election result’ in Bedeno district; fines for building ‘illegal constructions’ in Deder district; for ‘student food’ in Habro district; 300 birr for ‘road construction’ in Meta district; and 500 birr for students to receive certificates for passing secondary school examinations in Meta district.
