For example, in Dirre Xiyara district, Adare town, Harari militia demanded 2,500 birr from residents for health insurance on 9 January, only days after taking 1,500 birr for the same purpose. The road to Harar market was blocked, where more money for arming militia was ordered to be paid. Those reluctant to pay were threatened with being killed. In Bookkoo village, Malka Bal’oo district, East Hararge, 9,000 birr was demanded from every resident for tax and buying clothing for militia members on 8 January. Four were arrested for non-payment including heavily pregnant Hamdiya Ibrahim Umar.
